Return if health and safety warnings popup should be displayed for Oculus device
‘oculusPtr’.
‘showHSW’ is 1 if the popup should be displayed at the moment, 0 otherwise.
You can set the optional parameter ‘dismiss’ to 1 to tell the runtime that the
user dismissed the health and safety warning popup.
Display of these warnings is mandated by the Oculus VR terms of the license.
